    Jigsaw Homes Group will follow a systematic approach to the management of fire safety to ensure it meets the requirements set out in the Regulatory Reform (Fire Safety) Order 2005 and other relevant legislation relating to fire safety. This is to ensure the safety of tenants, employees and members of the public. This policy will be used to formulate the Jigsaw Homes Group Fire Safety Management Operational Procedures.

    This policy is relevant to all Jigsaw Homes Group employees, tenants, contractors and other persons or other stakeholders who may work on, occupy, visit, or use its premises, or who may be affected by its activities or services. It should be used by all to ensure they understand the obligations placed upon Jigsaw Homes Group to manage fire safety.

    The Group recognises its duty to comply with the Regulatory Reform (Fire Safety) Order 2005 and other relevant legislation relating to fire safety. It is the objective of the Group to ensure that the promotion of fire safety is a mutual objective for employees at all levels of the organisation and that they understand their duty, within each role, to appropriately contribute to effective management of fire safety.

    The key objectives of this policy are to establish:

    • Duties of Employers and Landlords
    • Introduce Fire Safety Management Operational Procedures.
    • Competent Persons
    Fire Risk Assessment
    Fire Safety Equipment
    • Personal Emergency Evacuation Plan
    • Person Centred Fire Risk Assessment
    • Record Keeping

    Duties of Employers and Landlords

    In order to comply with Regulatory Reform (Fire Safety) Order 2005 and other relevant legislation relating to fire safety the Group will:
    • Appoint a ‘Responsible Person’ to lead the management of fire safety and ensure compliance is achieved and maintained.
    • Appoint a Group Fire Safety Manager to formulate the Group Fire Safety Management Operational Procedures which will ensure that the requirements of this Policy are implemented at all levels of the organisation.
    • Carry out fire risk assessments for the purpose of identifying the general fire precautions and other measures needed to comply with the Regulatory Reform (Fire Safety) Order.
    • Implement all necessary general fire precautions and any other measures identified by a fire risk assessment.
    • Periodically review fire risk assessments in a timescale appropriate to the premises and/or occupation fire risk level. This timescale is determined by the fire risk assessor carrying out the fire risk assessment.
    • Implement a procedure for the action to be taken in the event of a fire.
    • Provide means of detection and giving warning in case of fire within all relevant properties governed by current legislation.
    • Check, service and maintain to at least the minimum recommended standards all fire detection, emergency lighting, hold open devices, smoke dispersal systems,fire extinguishers, dry risers and other firefighting equipment installed within Jigsaw Homes premises.
    • Provide fire safety training to employees during inductions and refresh knowledge regularly as required.
    • Ensure swift investigation in the event of any fire or fire safety incident and review or amend methods and procedures as well as conduct follow up training (if required) and analysis to reduce / eliminate re-occurrence.

    Competent Persons

    Jigsaw Homes Group will ensure that only suitably competent Fire Risk Assessors, certified by a UKAS accredited certification scheme that meets the competency criteria established by the Fire Risk Assessment Competency Council, are procured and appointed to undertake fire risk assessments.

    Jigsaw Homes Group will ensure that only suitably competent contractors and engineers, certified by a UKAS accredited certification scheme, are procured and appointed to undertake works to fire safety equipment, systems and installations.

    The Group Fire Safety Manager will check the accreditations on an annual basis.

    Training will be provided to those employees who are responsible for managing fire safety as part of their daily job.

    The role of the Jigsaw Homes Group ‘Responsible Person’ and the person responsible for the implementation of this policy is identified.

    Fire Risk Assessment

    Jigsaw Homes Group will:
    • Ensure that each relevant property has a fire risk assessment in place that is PAS79 compliant (Publicly Available Specification).
    • Ensure that all fire risk assessments are reviewed no later than the review date set by the previous fire risk assessment.
    • Ensure that the fire risk assessment to a building is reviewed following a fire, change in building use, change in working practices that may affect fire safety, following refurbishment works to the building or if required following an independent fire safety audit.
    • Ensure that robust processes are in place to implement all fire precaution measures identified by fire risk assessments.
    • Have a robust process in place to gain access should any tenant or leaseholder refuse access to carry out essential fire safety related inspection and remediation works.

    Fire Safety Equipment

    Jigsaw Homes Group will:

    • Provide means of detection and give warning in case of fire within all relevant properties governed by current legislation.
    • Check, service and maintain to recommended standards all fire detection, emergency lighting, hold open devices, smoke dispersal systems, fire extinguishers, dry risers and any other firefighting equipment.

    Personal Emergency Evacuation Plan

    Where there is a member of staff in residence, a Personal Emergency Evacuation Plan (PEEP) will be established for disabled or immobile tenants and/or employees within a building requiring a fire risk assessment and that this PEEP will be reviewed annually by a competent person. This will be kept in the Fire Safety Log held securely on site and made available to the fire service in the event of an evacuation.

    Person-Centered Fire Risk Assessments

    Where appropriate Person-Centered fire risk assessments (PCFRA) will be used to identify tenants who are at higher risk from fire in their own accommodation – whether this is due to their behaviours or their ability to respond and escape from a fire. The risk assessment will include an action plan that specifies what steps will be taken to improve the safety of the vulnerable tenant.

    Record Keeping

    Jigsaw Homes Group will:
    • Maintain a core asset register of all buildings that require a fire safety risk assessment. This register will identify all fire safety equipment, systems and installations within each building.
    • Maintain a register against each property asset of any smoke/heat detection equipment contained within domestic dwellings.
    • Maintain accurate records of all completed fire risk assessments, fire risk assessment reviews and associated completed remedial works from these reports and keep these for a period of not less than 10 years.
    • Maintain accurate records of all completed servicing and maintenance checks on fire safety equipment, systems and installations and details of associated completed remedial works and keep these for a period of not less than 5 years.
    • Maintain an appropriate Fire Safety Log Book and where practical keep securely on site, for all buildings requiring a fire risk assessment.
    • Maintain records of all fire safety related training undertaken by staff.
    • Ensure robust processes and controls are in place to provide and maintain appropriate levels of security for all fire safety related data.

    Monitoring and Delivery

    Jigsaw Homes Group Board has overall governance responsibility for ensuring compliance with the Regulatory Reform (Fire Safety) Order 2005 and other relevant legislation relating to fire safety.

    As such the Board will formally approve this policy and review it every three years (or sooner if there is a change in fire safety regulation, legislation or guidance).

    KPI reports in relation to fire safety will be produced and provided to the Jigsaw Homes Group Executive Management Team and Risk & Audit Committee quarterly.

    Accountability and Responsibility

    As defined in the Regulatory Reform (Fire Safety) Order 2005 and ‘in relation to a workplace, the employer, if the workplace is to any extent under his control; is deemed the responsible person; the employer is represented by the Chief Executive.

    The Chief Executive of Jigsaw Homes Group is therefore the overall ‘Responsible Person’ for ensuring that all fire safety matters are implemented.

    The Jigsaw Homes Group Director of Asset Management is responsible for the implementation of this policy and associated procedure and is responsible for reporting performance to the Jigsaw Homes Group Board.

    The Jigsaw Fire Management Team has day-to-day responsibility for monitoring fire safety throughout the Group. They will be given information and instruction to properly understand and carry out their duties in a safe manner in accordance with the Groups policies, procedures and legislation.

    The Jigsaw Group Fire Safety Manager will provide Fire Safety Management Operational Procedures detailing how this policy will be implemented, monitored, reviewed and reported on.

    It is recognised that failure to comply with the Regulatory Reform (Fire Safety) Order 2005 may lead to criminal charges.

    Auditing and Inspection

    The Jigsaw Group Fire Safety Manager will implement a programme of regular property inspections to all properties with a fire risk assessment in place to audit that all required management actions are taking place. These inspections will be undertaken at regular intervals and inspection records will be recorded against each property.

    Jigsaw Homes Group will carry out an independent audit of fire safety every year. This audit will specifically test for compliance with the regulation, legislation or guidance and identify any non-compliance issues for correction.
